These are images created using HDR techniques. HDR (or High Dynamic Range) photography is a process used to capture a wider range of lighting in a scene than a would normally be possible with traditional methods. By taking multiple exposures of a scene and combing the best exposed areas from each shot, an image with much more depth and color can be created. However, the internet and print have not caught up to the technology yet, so we do what is called "Tone Mapping" which compresses that higher range into a what will be viewable on your monitor or a print. It also gives the dreamy hand painted look seen in some of these images.
